This website, billistra.com, and the platform available at app.billistra.com are published and operated by Billistra (“we”, “us”, “our”).
Billistra is responsible for the content published on this site and for the operation of the platform. All correspondence — commercial, legal, privacy, abuse and security — is handled by email through the addresses in Section 2.
Section 2How to reach us
Email is the fastest and the officially designated route for every category below. We aim to acknowledge legal, privacy and abuse correspondence within five business days.

Section 3Hosting and infrastructure
The marketing site at billistra.com is a static site served from Cloudflare’s global edge network (Cloudflare, Inc., 101 Townsend St., San Francisco, CA 94107, United States).
The Billistra application runs on managed cloud infrastructure in the region selected when your environment is provisioned, with PostgreSQL for durable state and Redis for real-time wallet balances and event streams. Operators who prefer to self-host may run the platform in their own Docker environment, in which case that operator — not Billistra — is the infrastructure provider for their deployment.
A full list of the third parties that may process personal data for us, and the regions involved, is maintained in the subprocessor section of our Privacy Policy.
Section 4What Billistra is — and is not
Billistra is a business-to-business software platform: a billing, customer-management and reseller-management control layer that sits on top of IPTV middleware (Ministra / Stalker Portal) operated by our customers. Because this distinction determines who is legally responsible for what, we state it plainly:
- We do not provide, host, transmit, aggregate, index or resell any television, video, audio or other media content. No stream passes through Billistra. We have no channel line-ups, no playlists, no CDN and no encoder.
- We do not operate Ministra or Stalker Portal and we are not affiliated with, endorsed by or sponsored by Infomir or any other middleware vendor. Our customers license and run their own middleware and connect it to Billistra with credentials they supply.
- We are not a payment institution, money transmitter, e-money issuer or escrow agent. Each operator, reseller and sub-reseller connects their own Stripe or PayPal account; funds move directly from their customer to their own merchant account and never pass through, or rest with, Billistra.
- We are not a party to the contracts our customers make with their own customers. Prices, service promises, refunds, disputes and consumer-law obligations downstream of our customer are that customer’s responsibility.
Every operator using Billistra warrants under our Terms of Service that it holds all licences, rights and permissions required for the content and services it sells. We enforce that obligation, and we act on credible reports that it has been breached.
Section 5Intellectual property
The Billistra name, logo, wordmark, product interfaces, documentation, source code, database schemas, page copy, illustrations and the overall look and feel of this site are owned by Billistra or licensed to us, and are protected by copyright, trade-mark and other intellectual-property laws.
You may view, download and print pages from this site for your own internal evaluation and record-keeping. You may quote short extracts with attribution and a link. You may not reproduce, republish, frame, scrape at scale, sell, or create derivative works from this site or the platform without our prior written consent, and you may not remove or obscure any proprietary notice.
Rights in the platform itself, and the licence you receive when you subscribe, are governed by the Intellectual property section of our Terms of Service.
Section 6Third-party trademarks
Ministra, Stalker Portal, Stripe, PayPal, Resend, PostgreSQL, Redis, Docker, Cloudflare and all other third-party names, logos and marks appearing on this site are the property of their respective owners. They are used solely for identification and to describe interoperability — nominative fair use. Their appearance does not imply any affiliation, partnership, sponsorship or endorsement in either direction unless we say so explicitly.
Section 7Copyright and content complaints
Billistra stores no media content, so a copyright complaint about a stream, channel or recording is almost always directed at the wrong party if it is sent to us. It should go to the operator that transmits the content, and to that operator’s hosting and network providers.
We do, however, act where a Billistra account is being used to sell, promote or administer infringing services. If you are a rights holder, or an agent authorised to act for one, send a notice to abuse@billistra.com including:
- identification of the copyrighted work or works you say are infringed;
- the specific Billistra-hosted material at issue — a storefront URL, tenant name or account identifier — with enough detail for us to locate it;
- your name, address, telephone number and email address;
- a statement that you have a good-faith belief the use is not authorised by the rights holder, its agent, or the law;
- a statement, made under penalty of perjury where applicable, that the information in the notice is accurate and that you are the rights holder or authorised to act on their behalf;
- your physical or electronic signature.
On a complete and credible notice we will investigate and may disable the storefront, suspend the account, or terminate it under the suspension and termination provisions of our Terms. We forward notices to the account holder unless prohibited from doing so, and we accept counter-notices at the same address. We terminate the accounts of repeat infringers. Deliberately false or abusive notices may be actionable, and we retain the right to seek costs.
Section 8Reporting abuse
Report fraud, phishing, spam originating from a Billistra sending domain, card-testing, sanctions evasion, or any other unlawful use of an account to abuse@billistra.com. Include headers, timestamps (with time zone), URLs and any identifiers you have. Reports from law-enforcement and regulatory bodies should be sent to legal@billistra.com on official letterhead, stating the legal basis for the request; we review each one and disclose only what the applicable law requires.
Section 9Responsible security disclosure
If you believe you have found a vulnerability in our site or platform, tell us at security@billistra.com before telling anyone else. Please give us a reasonable period — 90 days is our default — to investigate and remedy before public disclosure.
We will not pursue legal action for good-faith research that: stays within your own test accounts and data; does not access, modify or exfiltrate other tenants’ data; does not degrade, disrupt or denial-of-service the platform; does not use social engineering, physical intrusion, or spam against our staff or customers; and stops at the first proof of concept. We do not currently operate a paid bug-bounty programme, but we credit researchers who ask to be credited.
Section 10Accuracy of site content
We take care to keep this site accurate and current, but its content is provided for general information only. Feature descriptions, screenshots, performance figures, roadmap statements and prices may change; nothing on this site is an offer capable of acceptance, a warranty, a service-level commitment, or legal, tax, accounting or compliance advice. Figures such as customer-scale ceilings, sync latency and query latency describe designed and tested targets under our reference configuration, not guaranteed outcomes in your environment.
Where this site conflicts with a signed order form, the Terms of Service, or a data-processing agreement, the contractual document prevails.
Section 11External links
This site links to third-party websites — documentation, status pages, social profiles, integration partners. Those sites are outside our control. We do not endorse them, we are not responsible for their content, availability, security or privacy practices, and following an external link is at your own risk. Their terms and privacy policies apply once you leave billistra.com.
Section 12Accessibility
We build toward WCAG 2.1 level AA: semantic landmarks, a skip-to-content link, visible focus states, keyboard-operable navigation, reduced-motion support, and text that reflows without horizontal scrolling. If any part of this site or the platform creates a barrier for you, email contact@billistra.com with the page and the assistive technology you use, and we will fix it and offer the information in an accessible alternative in the meantime.
Section 13Consumer dispute resolution
Billistra is sold to businesses, not to consumers. We do not participate in, and are not obliged to participate in, dispute-resolution proceedings before a consumer arbitration board. Complaints should be raised first with us at legal@billistra.com; unresolved disputes are governed by the governing-law and dispute provisions of our Terms of Service.
Section 14Changes to this notice
We may update this Legal Notice to reflect changes in our corporate details, infrastructure or applicable law. The version identifier and last-updated date at the top of this page always reflect the current text. Continued use of the site after an update means you accept the revised notice.
